In 1992, Andrey Yazykov graduated from St. Petersburg Military College of Communication with a degree in Mathematics and Software; in 1997 – from St. Petersburg State University with a degree in Accounting and Audit. 2012 – Ph.D. in Economics. 2008–2012: Andrey Yazykov was CEO of the Agency for Restructuring of Housing Mortgage Loans, implementing the first state programme to support mortgage borrowers who could not pay out loans due to temporary financial difficulties. 2012– 2016: worked as CEO of Insurance Company AHML. 2016¬–2018: Economic Adviser to the Head of Service for Consumer Protection and Financial Inclusion at the Bank of Russia. 2017–2018: Housing Finance Consultant at the World Bank. Starting from 2014, Andrey Yazykov has been doing extensive research work at the Financial University under the Government of the Russian Federation.
